In movies they point everything from handguns to machine guns, to artillery cannons at actors. And it's up to the prop master to make sure firing the weapon "looks real", but no harmful projectile comes out.

Look at all the "live fire" scenes of marines crawling on their bellies, while machine guns are fired over their heads. All it would take is one real round, to be mixed in to cause an accident.

there was live ammunition on the set at all. Shouldn't have been there.

This is a miscarriage of justice. Baldwin was a producer. There was no need to have a functioning firearm on the set at all. As you have made very clear, they have the technology to take out planets with a death star on film. Why didn't they use a non functioning gun and use technology to simulate firing. Baldwin is guilty of involuntary manslaughter.
