Sudan's president is the only sitting head of state with an outstanding arrest warrant by the ICC.

Ex presidents can be tried, not sitting ones, theoretically. Bashar is "safe" as long as he is in office.

The parliamentary elections in districts he holds sets the ground for who can even run for president. Most opposition are not even on the parliamentary ballot. Half the country cannot hold elections. Most of the population is displaced and can't vote.
