Within the Federal system, allowing the perp to resign can save any pension or benefits they might have coming. With this freak only there for a year or so, I doubt it will do anything except keep his record clean enough to be a re-hire at some point.

Why is this important if the reason for him leaving is because he's been caught having committed several thefts? Apparently he is a pervert who gets off on stealing women's luggage and then wearing their clothes at work.

Similar to a panty thief window peeper type of psycho.

But the creepy concerning thing is not that he steals women's clothes, he's not selling their clothes. He's not doing it for financial profit. The creepy thing about his crimes is that those type of dudes usually have some very severe mental issues. Many serial killer/rapist psychopaths start off their crime sprees by stealing women's clothes and wearing them.

But after a while, after they have committed their crimes over and over again, and got away with it every time, they eventually tend to get overconfident and finally get caught in the act.

It's not likely that it's the first time he's done this.

He may even have the ID's or other trophies of those women. The homocide detectives should check for missing women. Get the cold case murder investigators on it.
