Biden can give a speech unlike Trump who sounded like a dim witted 8th grader every time he opened his mouth.

He's not "giving a speech." he's reading it off the teleprompter.

“Giving a speech” is usually reading off prepared remarks. It is the delivery that matters. Trump always came across as semi-literate reading off a prepared speech.

One of politician’s most basic skills is to read a speech convincingly. Biden is a career politician who hasn’t been able to master that skill. Trump was never a politician so I won’t hold that lack of ability against him. Trump is and was a lot of things, some good, some bad, but he was never a politician.
