Of course Federal law is for federal prisons. The fed govt can lobby and incentivize the states to prison reform, and that's been done on many issues. But the First Step Act in 2018 had some significant reforms. Like diverting inmates to "productive training", giving far more generous credits for early release, and guidelines for parole review. It also made RETROACTIVE REDUCED sentences for crack convictions. Also gave THE prisoners rights to approve transfers and required they be placed less than 500 miles from their home.
What Trump did on his own was to set AN EXAMPLE for the states to WORK AT finding those in prison who OBVIOUSLY didn't need to be in prison anymore. And that's a shitload of reformed moms, dads, sons, daughters who are less of a public safety issue than a lot of people walking the streets. He FOUND a lot of people thru Kardashian and West and others -- and granted pardons/clemency.
Time will tell.You're right. But when was the last time someone shot up a candidate's office and AT them and walked on $100,000 bail PAID for by the organization that INSPIRED the act?
