What you need is a cultural revolution. Today's society only condones or overlooks this kind of behaviour because the culture it stems from has been so glamourised. That, and extreme measures against gang members, and I don't just mean street thugs, either. Call me naive, but I think ambitious Mexicans might be given pause for thought if they read or heard that a cartel leader's house had been targeted in an airstrike using laser-guided ordnance.
