the quote says when they have rocks thrown at them firing their guns back is not acceptable and that they should get the advantage through other means. it doesn't say to let anyone go, or to stop pursuit, or to even avoid the conflict.

just that thrown rocks shouldn't be a death sentence.

Once the word gets out on the other side of the fence, throwing rocks at the Migra will quickly become a competitive sport. So I really can't follow the logic of this prohibitive order. Its inevitable effect will be to force the Border Patrol Agents to keep their distance, thereby enabling increased wetbacking.
