the speaker of the house has little authority in capitol security, but is influential in selecting the sergeant at arms of the house. But that is only one-third of capitol policy board. The other two-thirds in the senate sergeant at arms, and the architect of the capitol. Capitol security was actually a failure of those two sergeant at arms in charge at the time before jan 6th.
