They should have been building desalination plants on the coast 30 years ago.

There is no way that they could have afforded desalination plants of 30 years ago. Even if they can develop the graphene desalination methods, it will still be expensive.Too many people want to live in California. Not enough water.

Easily done with low flow toilets and energy efficient washing machines for inside. Graywater and rainwater collection systems for outside.

I'm not an expert but we have dams now...where did they come from the sky? we built them and we can do it again...the specific site is not the issue that is a dumb question...what is the issue is do we have the political will to do what is right for the people of California....That was not what the question.
