One at a time maybe, but replacing an entire staff with untrained personnel is different, no matter how menial the task. You would also probably be replacing foremen, supervisors, and support staff, all of which are higher skilled.

Just have the military supervise the prisoners and illegal immigrants.
Most of them have a little construction, road work or heavy equipment training.

Interesting concept. Our labor force can thus be replenished from virus losses simply by making appropriate numbers of arrests and convictions for arbitrary crimes. Active military can be used as supervisors/guards.

Just have the state police all set up simultaneous road blocks and you'd have at least a million arrests in one day. ( DWI, drug poss, susp lic, no ins, outstanding felony warrants....illegal firearms)

Heck, disturbing the peace and loitering charges are easy to obtain. We could have a surplus of workers housed and concentrated in special facilities as standby replacements. Our active military would only have to be trained as guards.
