All spending bills have to originate in the House of Representatives. they hold the purse strings of the government, or at least they should constitutionally.

All Trump can do is ASK congress for the money, and only the House can originate said bill.

They are generated by the House, who is also repsonsible for them. Again, the budget Trump proposes is only that, a proposal, the real funding comes from appropriation bills.
