The deficit for FY 2018 and FY 2019 are Trump's responsibility. Just as from FY 2009-2017, they were mostly Obama's responsibility.

And Trump is on pace for a $1.8 TRILLION dollar deficit for FY 2019 - which would be by MILES the largest in US history.

All spending bills have to originate in the House of Representatives. they hold the purse strings of the government, or at least they should constitutionally.

All Trump can do is ASK congress for the money, and only the House can originate said bill.
