For very important votes yes, if you have a Senator and/or Senators who in very important votes is going to vote with the opposition in a deliberate attempt to fuck things up then yes they should be threatened to fall in line, if you consistently have one or two who you can never rely on they should be threatened or told to GTFO and join the other party and they will be replaced.

Or right at home in the Democratic Party. But that's the way it is in Washington politics, if you break from the party line there is a price to pay. Murkowski isn't up for re-election until 2022, so maybe she thinks this will all blow over by then or maybe she intends to vote YES tomorrow if she can get something out of it for her state. Blackmail IOW. I dunno, it's also possible that she is really concerned about Roe v Wade being overturned, or worried about alienating the female voters in Alaska.
