Economic sanctions on civilian commerce is completely illegal.
It is a war crime.

So even in an actual declared war, it is illegal to interdict civilian commerce.
It is even worse to do so without a formal declaration of war.
The law is what works and is right.

Economic embargoes are illegal and confiscating a ship that committed no criminal act is the action of a war criminal.
