Strictly under the Constitution there would be no Department of Homeland security and no FEMA. There would be no help after hurricanes, no supplies or trucks with clean water. No low cost loans to rebuild. There wouldn't be any rescues either. The Constitution is a document of limitation. It's what the government can't do. Other than that you are on your own.
