He signed it on a commitment from O'neill that spending would be cut $3 for every $1 in tax increases. Predictably, O'neill did not honor his commitment (as Democrats never do) after Reagan signed the bill that included the tax increase.

I can see it happening to Reagan but Bush was there when it happened and he STILL fell for it after he became President. I guess he didn't learn.
