You need to learn the difference between Native American tribes living on land that would later be called "America", and the actual nation of "America" being built.
If white people came from Europe to the new world and saw a fully functioning country with immigration laws, they would probably MASS immigrate to that country; or at least pressure their home country to become an ally to that nation and establish lots of trade.
