The Obama administration subsequently issued a set of sanctions to punish Russia for its interference in the 2016 election and booted 35 Russian diplomats the US accused of being intelligence officers.

Further, Obama closed down TWO Russian spy-dens in MD and NY
Read the executive order by the Obama
Finally, the Obama administration officials sought support from bipartisan congressional leaders to send a letter to state governors to urge shoring up of their defenses of election infrastructure. But, McConnell and Ryan rebuffed and refused to help since they viewed the request as partisan, according to current and former officials briefed on the discussions.

....Obama was in a political bind.......If he announced that Russians were meddling in our elections to help Trump......he would have been accused of helping Clinton.........and he instead chose to remain neutral in his efforts to be "neutral."
