Yes, there is no doubt that there is pre-judgement based on personal characteristics: sex, age, race, among others. If I'm a bank manager considering whether to loan money to someone, I know that a middle-aged Chinese woman is a much better bet than a young Black male. Unfair, but true. Same for all our other encounters in life.And people were stupid for letting that slide.
Absolutely.
It has been shown that the system has been discriminatory against blacks. Such as Stop and Frisk. When something like 80% of those stopped are minorities, they are going to be a higher percentage of those caught.
I can also understand why that black man doesn't feel safe getting pulled over.

Appearances count. How often did I want to argue with young women that the difference between me and Paul Newman was superficial. We should be judged on our character. To no avail.
