The NSA released the "masked" transcripts of an american citizen negotiating with the Russian Ambassador about sanctions imposed for national security.
Nobody (except for the NSA) knew whose name was under the "mask". Hence it could not have been a plan to spy on Republicans. Unless you think republicans are such traitors that they would be the only one's trying to undermine national security.
