You could very well be right. But the DOE has been pumping increasing amounts of funds into failing public schools since its inception and the schools have only failed worse.

Which cultures do not value education?

I grew up in a neighborhood with Irish, Italian, and Jewish kids. Generally the Jewish kids got advanced degrees and white collar jobs while the Irish and Italian kids became cops and postmen after high school.

You're reading arguments into my words that do not exist. You made the claim that the Department of Education has been successful in providing equal access to education for all. Clearly that is not the case.

Again, there is no control group but DOE has been successful in increasing access to disabled kids.
