Ammon Bundy runs a Phoenix-based company called Valet Fleet Services LLC, which specializes in repairing and maintaining fleets of semitrucks throughout Arizona. On April 15, 2010—Tax Day, as it happens—Bundy's business borrowed $530,000 through a Small Business Administration loan guarantee program. The available public record does not indicate what the loan was used for or whether it was repaid. The SBA website notes that this loan guarantee was issued under a program "to aid small businesses which are unable to obtain financing in the private credit marketplace." As I stated earlier, I am curious, mostly because my own experience is that the Skyline Drive doesn't seem to traverse the landscape that would be suitable for homesteads, farms, etc. In any case, building that roadway brought lots of benefits to the people of the area. You said the Skyline Drive. The Shenandoah encompasses far more than just the Skyline Drive. The 450 families that were displaced were from the hollows and portions of the park not directly related to the scenic highway. Those details are in the link you provided and in Shenandoah Park history sites. Those folks would have been displaced whether the scenic drive was created of not.

Have no idea what point you are attempting to make other than some criticism of the President who made both the park and scenic highway possible for the displacement of those families. The park was a proposal and on the drawing boards long before he came into office. He just executed the creation and added the highway as a works project and way to bring tourism to the park that was situated in one of the most poverty-stricken regions in the country.
