I thought Congress wrote the legislation - after Trump signs it is he responsible for personally overseeing the use of the money....sort of like after imposing the travel van, according to some snowflakes, he was then responsible for overseeing its enforcement to ensure no one snuck in that wasn't supposed to come in?
