It doesn't excuse the ones in NO.

I would imagine people in NO are facing the same insurance costs as Floridians. There are many who just can't afford it. Wind insurance (hurricane) for some people in Florida are $20,000 plus a year and some if there mortgage is paid off just won't pay it any longer.

Then the responsible thing is not to buy a house in the first place. If you can’t afford insurance for it, you can’t afford to own it.

Same with the paid-off houses. People own it free and clear in a hurricane region without insurance - and risk losing it entirely?

Some people are either too stupid or too irresponsible to own houses.
