You should really see this. I think the most shocking part of the whole thing was how they made more laws and enforced them only in certain areas which doubled the number of people behind bars every decade since the 1960's. It went from a little over a million and turned into 2 million plus during the 90's.

Thats a million extra people missing from communities often times on minor offenses that wouldnt be a problem if only you had enough money to pay for freedom

No, it's a very empirical correlation. Incarceration rates decreased after welfare reform and as the first post-Roe vs Wade generation came of age, too.
What's more, other aspects of social deviance not measured by incarceration also correlate with depleted family structure.

Out of wedlock birthrate among blacks was only 20% prior to the intense increase in incarceration and closer to 70% in sync with incarceration increase.
Crime rates have increased while scholastic performance has declined in conjunction with the increase of out of wedlock births, most notably in self-segregating, mostly black communities. This transcends socioeconomics.
This trend has been empirically noticeable for close to thirty years.
