To the ethically bankrupt Comey and the Democrats, it was okay for him to submit to the collusion between Obama and Loretta Lynch and the Hillary campaign by calling the criminal investigation a "matter" which was used as a talking point by crooked Hillary, but not okay for Comey to come out and say that Trump personally has never been under investigation for collusion or obstruction of justice.
