I was working for DHHS several years ago when we started insisting on a certified birth certificate proving citizenship in order for clients to continue to receive any benefits, including TANF and food stamps. What a pain in the ass. But they were turned off if they didn't provide it. How on earth are illegals getting ANYTHING?
