In another case where someone attacked a recruiting center a couple years ago, they too WERE NOT ALLOWED TO CARRY while on the job.

But Ft. Hood had a substantial military police force. Hasan was still able to kill 13 people before they responded, because he had the element of surprise.

I believe both the hotel and the outdoor arena are both owned by the same company, so yes, they will be sued one way or the other--lack of security, lack of whatever. Their insurance may not pay out if they deem it terrorism, but MGM has deep pockets. They will settle.
