IF the Police in a city need more training, but their budget gets cut making such training unavailable, or the PD is just abolished outright, does that help the black people living in those areas?

Better yet, which is the Most optimal way of improving the safety of black residents in urban areas?

Depends on how corrupt the cops are. In some communities you cant tell the cops who the dope dealers are because the crooked cops tell the dealers and they kill everyone in your family.
