In regard to the thread title, IMHO:

1. Yes, Caucasians in South Africa who decide to leave that country should definitely consider the invitation from President Putin.

a. I have read that the Russian Federation is trying to increase its population.
b. Such immigrants would, indeed, be a constructive addition.

2. I also think that many Americans hope that they come to settle here in the United States of America.

First, Russian authorities never divide people in race. So there would never be invitation of only white. All have equal rights to come to Russia negros as well. We don’t have racism here at all though there almost no negros here.
The only simplification in getting Russian citizenship exists for former Soviet states.

Second, Russian population grows last years without inviting someone from abroad though a lot of those from Asian former soviet republics are welcome because they help to realize many infrastructure projects - they are mostly low educated and work at low paid positions not popular among Russian citizens who are mostly educated well and have professions.
