First of all, the Resolution 2231 doesnt forbid Iran from launching nuke-capable missiles. It only "calls upon" Iran to refrain from such activity, as far as Im aware.
Moreover, the JCPOA is the basis for the Resolution. The US withdew from the JCPOA, so it looks foolish for them to demand that Iran comply with the Resolution.
