The above highlighted section is not true and I can prove it with one word, and that word would be " Jerusalem ". It is Israeli policy that Jerusalem be undevided and that it remain under Israeli control. That seems like a precondition to me !!!
Israeli policy does not restrict the "Palestinians" from coming to the peace talks and discussing Jerusalem. It seems you and Tinhorn are imposing your pre-conditions on the proposed talks. "Palestinian" policy excludes the possibility of peace with Israel. I wouldn't call that a pre-condition ... it's just policy.
