In certain contexts, spying and surveilling can be differentiated with clinical but surreptitious observance. In other contexts, spying and surveilling can both be motivated by hostile intentions. Technically correct, he wants to dismiss his role in the hostile dumping of President Trump by calling it surveillance. But too, Attorney General Barr considers hostile surveillance to arrive at a cause to extinguish a political candidate's for good and for all as spying, which hostile surveillance is. Because of his political affiliations, his work was affected to the point of requiring replacement because he was always, always, and always looking for anything at all with which to witch hunt President Trump to death.

Well, salami, salami, baloney! Socialistic countries kill by the tens or even hundreds of million people to get rid of those who were part of a reasonably successful country that had minimal fiscal problems and spends so much money on killing and rewarding, it can no longer prosper, and tries the word games of the good sacrifice people make to tolerate shortages of almost everything, until people start dying from hunger, children first. Of course, it comes first in provinces that show even the slightest discouragement for starving with protests. Protests are just too much for socialists who reward those at the top and let the bottom of the pyramid die just wanting enough sustenance to reclaim their former prosperity under caring Czars who at least did not take their means of survival away from them, like burning their wheat fields and removing all the food from their houses as the socialists of Russia did to the Ukrainian farmers while the world was concentrating on getting rid of Hitler and his own genocidal rummaging.
Socialism is a disgrace. Words are all they have to take down a system that flourishes. They sabotage, defame, ridicule, and take over school systems to ready youth for intolerance to whatever system is in place. All those good intentions are demolished when they recruit a strongarm leader, which is their final delusion that results in people who were mere harmless political opponents they propagandized as tyrants, which they were by no means such enemies of the people. It's sad for civilization when the strongarm guy also has Machiavellian tendencies, because if they cross him, he will mass murder their whole communities and enslave the survivors to lives void of hope or change for the duration.
