South Korea and US are partners. North Korea and US are on speaking terms. Do you believe NK trust the US. IF they did then they would not need nuclear weapons. So Kelly didn't say anything that NK does not already believe. IF US fires missiles then they will fire missiles. They probably will hit SK and I don't believe they will make it to the US. Still there are based in Guam and Japan.

There is no embassy , no diplomatic relations. They are suspicious of each other There is " No first use nuclear policy" ; between the two. I believe but not certain but there was ever formal end to the Korean war. No peace treaty signed.
