I feel a little bad for Clancy - he agreed to come back to try to help straighten out a morally / professionally disintegrating Secret Service, one marred by scandals involving drunken, disorderly conduct, hookers, incompetence, un-professional behavior, and - the latest black mark against the SS - a partisan agent who declared she would be un-willing to do her job by protecting the new President of the United States.

Apparently he could not successfully repair / fix the SS and has called it quits.
