So they were looking for the Black men not Black woman.

Yeah she should have just shown her ID card. But really your going to handcuff a woman and her daughters because they refuse to show an ID card. Just give them a citation and move on. Its not brain science. If the car was reported stolen then yeah impound the car. This was excessive and probably done because the cops think that they can do it. This is why the city has to pay up now.

When they really didn't do anything and the story does not tell why she was pulled over. So they arrest her for not providing a drivers licenses.

Maybe not, but why would you not comply with an officer's request to show your ID? The more you argue and do the opposite of what is being asked, the more at risk you place yourself. By doing what is asked, any violation of your rights becomes more apparent in whatever bone you choose to pick with the department.
