An asylum seeker cannot apply for a work permit until they have been here for six months. That's federal law.

Because they can't work, by law, they are clogging the shelters.

Also, many asylum seekers have been relocated to a city far away from their immigration court, and so it is not practical to apply to work in a city you may not be staying at very long. Likewise, the place they want to settle may also be far away from where they were forcibly relocated.

To get their hearing changed to a closer immigration court, they have to file a Motion to Change Venue.

Our immigration process is very complicated, especially for those whose native language is not English.

They need more busses, so they have a bigger selection to pick from. They'll no doubt say that it's Abbot's fault because he is sending them the dumb and lazy IAs.
