Nothing says the Senate has to vote. A public vote is just a chance for windbags to get publicity. The president had the ability and right to keep putting nominees up until he found one that was acceptable to both sides. That’s what happened in the past when presidents and senates were from opposite partys. Instead the president said in effect “my way or the highway”, which was typical of him.
