When the states established the constitution, they gave a very small, limited set of powers to the general government. These are listed in article I, section 8. If one looks at the powers listed there, one won't find the power to control guns.
In Presser v. Illinois, the Supreme Court also found a right to own a firearm in Article I, Section 8, Clause 15.
