In the Consent Decree Program, about 2% of the police budget is taken to pay for supporting programs like social workers to respond to certain 911 calls. That 2% isn't just from the Police Budget, it's from every corner of the Public Safety Budget. Those cities that have successfully done the Consent Decree Programs show at least a 50% decrease in crimes and zero rioting. The Cops and Fire Fighter Budgets end up with more money to spend on things they need like more people, training and equipment.
