Don't take this the wrong way, because it's certainly not meant to disagree or to "blame bush" but the fact is that W set out on a deliberate policy to enlarge the power of the exec at the expense of the legislature ... if you want links, they abound. W's actions was directly aimed at countering a potus's power after impeachment. If Clinton did what W did in Iraq, he'd been kicked out of office.

Obama's is merely carrying on.

There were increasingly powerful potus's up till Nixon, then decreasing till Reagan. Then decreasing again.

It's pendulum thing.
