2. If the FBI has insufficient reason to prosecute Hillary as of yet, it would be irresponsible for Trump to announce at this time that he plans to prosecute her. The FBI is not ending their investigations so why should Trump play his hand two full months ahead of time?

3. This lets Hillary twist in the wind some more and that has to be fun as all hell.
