So the Florida mandate is that you can't carry a concealed weapon in a business that is primarily engaged in selling alcohol.

The ABC Establishment sells liquor
It has a reputation to maintain in order to attract customers
if ABC believes that it is better that folks not carry firearms that is its decision - they own the business they know what's best for them - but if the XYZ Company believes that firearms be allowed then so be it. That's what competition is all about.
