It sounds like Rummy is contradicting Bush's plan for us to stop being the police force of the world.

Given Rumsfeld's past comments, it's hard to say what he means and if he will say the same thing tomorrow.

There's another way to phrase that and that is that the absence of evidence is not the evidence of absence. It is basically saying the same thing in a different way. Gems, every single one of them. Rumsfeld is nothing if not articulate. Stupid people dont understand him, so it sounds like gibberish to them. Like this wonderful sentence:
