Which is why it would require raising the federal individual income taxes.

I agree Texas should shoulder part of the burden, but I'm sure it is. This "screw regulations" thing is catching up with them, though. "Live free" can have consequences when you live in a flood zone that is frequently hit by hurricanes. I was listening to the mayor of the Keys yesterday, talking about what he thought would be the damage to his area, were Irma to make a direct hit. The mayor talked about how they had all been forced to build stronger and higher and he anticipated they would make it through the storm pretty well, regardless. (People had already been evacuated).
Although people no doubt bitched and moaned about the stricter, more expensive building code for rebuilding past storm damage, it is paying off for them.
Houston has pretty much flipped all that off, saying "Come build in a flood zone for cheap; none of this pesky government telling us what or how or where to build." So there is some of that Houston could learn from, if they choose to.
