No, he cannot. Only Congress can legislate and only Congress has the power of the purse and to raise the debt ceiling. At best a President can prioritize what obligations must be paid but must be in keeping with Section 4, that is the public debt.

As Section 5 of the 14th Amendment says 'The Congress shall have power to enforce, by appropriate legislation, the provisions of this article'.
 
They didn't do their job. Their job is to fund the spending that has already been approved and passed. It is like telling your wife you are not going to pay the credit card bill until she "cuts spending". It is childish and moronic.

There are things like unspent covid relief funds that could be cancelled. You can also fund the current debt while also addressing future debt.

We've got to repeal the tax cuts and go back to 1950's level taxes on the top 10%. We also have to make damn sure that these cheats can't cheat the system! Once this is done our debt will go down as we will get enough revenue to pay it down.

If we cut spending instead of adding to it, you may have a point, however it is just plain ignorant and irresponsible to raise taxes and not cut spending, that would make our country financially sound. We need to lower debt and until it is paid off, tighten the purse strings.
