Right, Obama screwed it up.

This is what happens when supervisors get their jobs by patronage rather than expertise.

You are not entirely wrong.

But it's also what happens when a program is faced with constantly increasing complexity and cost, and at the same time budget cuts or restrictions.

IF we were to make Medicare a national priority and put our best people there with the resources to problem solve, it could be done relatively easily. Instead it is treated as the dregs and nobody with any intelligence or ambition wants to go near it.
