It's not "stealing" it is the price you pay to live in a capitalist society. Capitalism is subject to periods of growth and recession. The poor, the elderly and the disabled are usually the hardest hit. Social programs are needed to get them through these difficult times.

Without a social safety net, capitalism cannot succeed.
