I'm guessing that the people disrupting these town halls are state residents. They're just gangs of crackpots using social media to round themselves up and descend on the given location. Not too difficult to do in large urban areas.

There's not time to bus them in to relatively isolated urban areas like Salt Lake City. But you can pack the house with jobless morons in a few hours with a Fakebook post or tweet.
