It would most likely be open for open enrollment for welfare recipients, food stamps and ADC parents if someone thought of asking.

Of course it would be for minorities only headed by Al Sharpton, Jesse Jackson with the Black Panthers serving a free lunch while Eric Holder gives free legal advice to those who have no ID's for their welfare and voting cards.

Actually, the Honor Flights were allowed to tour the monuments as the Park Service deemed them "First Amendment activities". It was the tourists who were ultimately kept out.

This rally for immigration reform is also considered a "First Amendment activity" and is thus allowed to proceed as well.
